Can you resize a template?

I have a poster project that I created with the dimensions 12" x 18". I’ve researched a few print houses and discovered some only allow 11" x 17" poster sizes, not 12" x 18" (some do allow this). Is there a way to resize the project as a whole? I’d like the scale the whole poster down to 11" x 17" (everything scales down accordingly) if possible.
