Is it possible to correct (fix) converging verticals (falling buildings) by the Photoshop Elements for Mac? If not, do anyone know solution to this problem without buying expensive "Tilt and shift" lenses or full Photoshop?

Try using Image>Transform>Perspective. You should be able to adjust the angles to vertical, although it might take some playing around with the exact method. Turn on the grid (View>Grid) so you have true vertical lines to compare your efforts to.

To add to what Bob said, place the cursor on either bounding box handle in the upper corners, and drag inward or outward until the buildings are vertical.

I tend to use Image>Transform>Distort rather than Image>Distort>Perspective as you can adjust each side individually and I find that sometimes it makes it easier.

If you don’t have an addon that gives you guides then switch on rulers, create a new layer and using a fine paintbrush draw a straight line (Click on one point then Shick click on another and the line will be straight … use the ruler to make sure that it is vertical or horizontal)
