cannot apply cloud effet

I was wondering what i need to do to fux a problem that i am haveing. I was working on one of my school assignments and i needed to apply a cloud effect (Filter>Render>Clouds), but when i went through the tool bar menu to apply this effect to my document it was grey and i was unable to apply the effect. i am not sure what is proventing me from doing this and i was hoping that there was someone there that could help me fix this. i would really appreciate the help so that i could utilize this effect for futire projects.

Many of the filters do not work with 16 bit files, nor with those in CMYK mode.

Convert to 8 bit RGB and all should be well.

IMAGE>Mode>RGB>8 bit
Make sure you set your colors to blue and white also.
