Is the palette placed on the clipboard by Photoshop any good?

I tried to use the palette placed on the clipboard by Photoshop in my program but keep coming up with NULL.

I tried viewing it with windows clipbrd application but it gives an error.

My question is:

Does the palette placed on the clipboard by Photoshop conform to Windows’ specifications.
