I often find a need for arching hand drawn text that is scanned in. Polar coordinates is kinda like what I need to do but theres no setting to go into a partial arch.

I need it to act like Illustrater’s Warp>Arc function.

Can anyone help?

Could the Transform "Warp" funtion help? Also investigate "Liquify".

In CS2 you can make sure your image is on its own layer not the background(double clicking on background layer will convert it) Then go to Edit>transform>warp. The top tool bar will allow you to change the warp to an arc.
