Is there a general "method" in PSE1 to create an image that appears to be shiny/glossy?

Try the Plastic Wrap filter, one of the Artistic filters. I assume it’s available in 1.0, but since I have 2.0 I can’t be sure. Also some nice shiny effects can be produced using a gradient–a black to white linear gradient on a long skinny rectangle will make a nice shiny pipe. I think you just have to play around a bit. Hope this is of some use to you.
