PSE 3 Dodge/Burn Tool

In the editor, STANDARD EDIT I can see the tools i.e. brushes, magnify, move etc. but I can’t see DODGE/BURN tools. When I select WINDOW: COLOR SWATCHES, HISTOGRAM etc. are dark but the TOOLS is checked and is gray.

Your advice will be appreciated.

I finally figured out that the SPONG/DOGE/BURN tools are located in the same icon.
