How to reduce xxx.KB file to xx.KB size to fit Smartphone?

My Treo Smartphone won’t accept a 400.KB photo, only one in the range of about 70.KB. I had reduced a 3100.KB photo to the 400.KB size using photoshop’s elements, but having done it once, the program does not reduce it further to the level I need. Any suggestions? Thanks for any help. Jim Dort
