How do I make the whole of a GIF file transparent, not just a particular colour? I want to overlay two map images.

Open both images
Select the overlay image & Select All & Copy
Select the main image & Paste.
You should now have both images showing in the layers pallett. Select the overlay image & move the Opacity: slider untill you can see the bottom layer clearly. You can then move the overlay image around to line up features on the 2 maps.

A GIF can only have a single transparent colour.
