Importing a Movie as Frames in CS3 Extended

well i’m trying to make a animated GIF out of a section of a movie I have. I cut it down to 40 seconds. converted it from .AVI – .MOV. go into CS3, check the "movies and Video" work space then go File>import> video frames to layers. the range to import box comes up. in the preview player thing the movie will play and everything but when I click "ok" I get alot of blank, transparent frame layers. can any one please help?
