Making an image curve in CS2?

Any help would be appreciated.

I have this neat straight image of an antique printed ribbon, I want to use it in various compositions but I want to be able to put realistic curves etc on it.

I have tried Distort/Shear and Distort/Polar Coordinates but they both cause distortion of the ribbon itself and are not really very flexible.

Any ideas ???
