I have made several DVD’s from my didital cam corder with ‘s Studio 9 software. I now would like to find a program where I can take selected parts of these DVD’s , add some photos and put them togetner on a new DVD. Can Adobe Premiere Elements 4 do this?

Yes, you can take video clips, still photos, combine them in Premier Elements. Even add titles and music, if you want. Then, burn them to a DVD in DVD format.
