There’s no ‘cartoon filter’ if that’s what you mean. You can use Posterize to reduce the number of colours which will give the flat-colour effect of a vector drawing with simple fills, but generally the effect is more like a graphic poster than a cartoon.

do not refer to any Adobe software as Adobe. Adobe is a company that makes many types of software. CS2 is a version it stands for Creative Suite 2. There are many different applications within a Creative Suite. So if you are asking about Photoshop say photoshop not Adobe.

There’s no reason to let an inaccuracy slide and slide and slide. Better to clear it up straight away. I look at it as doing a person a favor. Better they learn the correct designation than to sound dim when they’d probably prefer not to.
When you’re at the show car concourse, do you call your pride and joy an old Ford, or do you call it a 1964½ Mustang? At the dog show, do you call your dog a mutt, or do you call it a pedigreed Shih Tzu? To the people you want to communicate with, the details are important.
Sounds to me like you have a problem with Buko’s delivery. That’s who he is, has been, and will continue to be. Me personally, I’d rather see gruff and accurate than sweet and ill-informed.
I think such errors as these can be pointed out without being arrogant or patronising.
Such attitudes make the corrector look sillier than the corrected one.
The only need to correct is either to add clarity or to remove ambiguity.

I don’t think she was flamed. she was gently prodded. think about it this way, would it be better for her to go into her boss and say "I can do that in my Adobe." or "I can do that in Photoshop."? education, as buko pointed out, is not only for the classroom.
as for how she was helped by buko’s comment? she was gently corrected so that next time she asks a question about her program she won’t look foolish, especially if it were to be with someone in a position of authority over her as in my example above. how is that NOT helpful?

Sharon, generally Illustrator is better at making ‘cartoon style’ images so if you have the Creative Suite you might want to use Illustrator. If you’re making the cartoon image from a photo you can use live trace in Illustrator or trace by hand, depending on the effect you are looking to achieve.
If you only have Photoshop then see posts 1 and 3.

And yes I am well aware about young coconut. I made my first buko pie this summer its quite delicious. Buko is also a brand name on cream cheese my step mum just brought back several varieties from Germany about a month ago. There are also a few other companies who use the name Buko but there is only one me.
