In reference to the homepage banner on msnbc.com – how do I get that lighting effect? Thanks!

Assuming you are referring to the background graphic in < http://msnbcmedia1.msn.com/i/msnbc/Components/CSS/img/hdr-bg -std.jpg> , it looks like the artist took a graphic depiction of an audio amplitude plot, added some gaussian blur, and put a colored gradient mask over it.
