Is it possible in PS 7 to protect pictures from saving or downloading from a website?

It’s nothing to do with PS7.
You can assume that if a surfer sees an image from a website then it has already been downloaded to their computer, otherwise how would they be seeing it? A copy of it will also be in their browser cache. There is absolutely nothing you can do to stop it.
