shear disabled on cs4

Hi all,

I’m using CS4 (version 11.0) and wanted to use the
filter>distort>shear function but this one is disabled no matter what I tried. I followed step by step a tutorial on youtube without any problem up to this point. I bought the standard CS4 is think that it may be the issue here. Does anyone knows why I can’t access shear. Thanks a lot
