The question is: how can I get white clouds on transparent background?

Using Layers.

Paste the clouds into the new layer and ‘paint out’ the blue sky. Look at the help files – Layers to find out.

Make a new layer, fill it with white. Make a layer mask on it and apply the Filter/Render/Clouds filter to the layer mask.

There are some excellent tutorials at:

Try using "Select>Color Range" command and click on the blue sky. Play with the fuzziness control. If you need to get rid of the remaining blue edges, use Image>Adjust>Desaturate.

The rest depends on your intended use – if you want to use it as an animated layer, for example on a web page, save copy the mask to a 4th "alpha" channel and save the image as a PNG image.

Make new layer. Set default (black and white) colors. Filter/Render/Clouds. Set layer blend to Screen. Badabing, badaboom.

are you trying to create clouds from scratch, or use an existing picture of clouds in a blue sky and edit the sky out?
