Plug-in for enhancing MPEG2s

Sorry if this is a bit off-topic but I took some MPEG2s with my Fuji S602 and there wasn’t proper lighting.

I am of course aware that you can only do so much (if this is possible at all) but I am wondering if it is possible to bring up underexposed videos by any significant amount without too much loss of quality?

All I can find is something called VideoGenesis which involves my buying something called ACDsee as well which seems to duplicate most of what I already have on Photoshop or Adobe’s allied applications.

Is there a plug-in for Photoshop 7.0 which will allow me to enhance MPEG2s at all or is there some other software which will let me do this without buying all new photo enhancing and photo file management software?

Many thanks for this seems only to convert from avi to mpeg2? (though there does seem to be some type of colour correction feature somewhere)

Will this correct exposure on MPEG2 and AVI files shot at 640×480? Or do I have to do the conversion to make the correction and doesnt that add a layer of reduction in quality?

I have used the pro version to lighten and color correct MPEGs from a camera (Sony V1), -without the improvement, the mpgs – taken where a flash was necessary – would have been useless, so even if there’s always a certain reduction in quality with any rerendering, the improvement far outweighs it, – and normally you wouldn’t be able to see the reduction anyway.
