I’ve been trying to use the vector method on my photos but it seems that whenever I create a pen path I can never figure out how to convert it into a seection so I can fill the area. Or is there another way to do this?

Go to the path palette, and do one of these:
Click the small arrow near the top of this area, and choose "fill path", or CTL click the path in the same dialog to create a selection from it.
