PS 7 & missing PDF Layers

I save a PS v7 file (with layers) as PDF and check the "Layers" option. When I close/open the PDF in PS the layers are there.

When I open the PDF in Illustrator CS there are no layers. When I open the PDF in Acrobat Reader (6) there are no layers.

How do I retain layers for working in CS or Acrobat?
