Stroke command, missing corners

I have wondered this for years and am only now bothering to figure it out… When I select a rectangle with the marquee tool and then use the stroke command either on "outside" or "center," the stroke has cut off corners. Almost like a really really small amount of rounding on the corners that causes a jaggy edge. If I set the stroke to "inside," I get the crisp corners I want, but I don’t understand why the other two settings cut off the corners. Is this a really basic setting that I’ve just never figured out?

That was the first thing I thought of, but alas, it didn’t solve my problem. It’s odd. I’m in v7 and the feathering box on the top tool bar says zero, but if you go to "select-feather" from the menu, you can only set it to .2, not 0. It almost looks like it’s using that .2 feathering on the stroke. But how can I get rid of it???

This behavior was always there.

It gives a 45 degree corner for outside and a smaller one for center. None for inside.
