The Blad Softar filter really just creates two images on the same film plane, one out of focus and one in focus,
the way I produce this effect is to create a second layer. Blur it then just reduce the opacity of the top- blured layer.
you can produce a nice effect that is not possible with a Blad filter and use the erasor to remove the blured part of the top layer round the eyes, mouth and hair.
Which is prety much the same as the method below.

Alternatively play arround with the diffuse glow filter.
