Ho can I convert a selection into vectors so that I can re-arrange the vector points with the arrow? I have only been able to convert my selection into a vector mask, but I can’t edit the vectors, they don’t appear.

When done with your selection right click and chose Make Work Path Then take the Convert Point Tool (in Pen Tool) and click on the outline of your selection.
