Searching For A Bird Dropping Plugin

I live beside a small pond, owned by the town. For the last six years, the powers that be, place "Feed the ducks" signs, all around the pond. I have been before the town council several times requesting that they remove the signs, due to the nuisance caused by people trespassing through my yard and duck droppings. It’s a big ongoing joke around here. Even the local radio station is getting in on the act, Every morning at 7 AM, right after the news, they have started playing a recording of hundreds of ducks quacking, followed by a series of loud splats.

I have taken photos of the damage caused by the duck droppings, but the powers that be don’t seem to care. My attorney suggested taking pictures of the mayor’s home and auto, and somehow covering them with duck droppings. Then at the next council meeting, I could ask the mayor how he would like being subjected to a constant bird barrage.
That gave me the idea to use a plugin.

If anyone knows of anything I could use for this purpose, I would be greatly appreciative if you would post the information in this forum.
Failing this action, I may have to run against the s.o.b. come this fall.
