It’s easier in a frying pan.

What do you mean "scramble"?

The image is broken into say 100 or so small boxes and scrambled around randomly.

Sure, I could cut that code in a few minutes, but frankly, I don’t think there would be a market for it. Maybe someone here will be a hero and do it for you.

Don’t know of any plug-in, but one could do this manually, and add an Action to simplify the end. Turn on Grid, and set it to something that is similar to what you wish. Turn on Snap to Grid. Use the Marquee Selection Tool and size it to Snap to your Grid. Here an Action could be written to to the rest – Copy the image in the Selection, Paste to its own Layer. Keep the Selection and Move it with one of the Selection Tools, use your Action again. Move, Action, etc.

Now you have a "mosaic" but not one like the Moasic Filter. In each Layer, Move (Move Tool now) the square images around to suit your needs.

Just in case there IS a plug-in, I’d search Adobe.Studio.Com and then do a few attempts at Google, to be sure.
