Can anyone direct me to an action that will create a raised 3D button out of a photo? If not, maybe there is a Photoshop pro out there that can walk me through it.

have you checked out your STYLES menu? there are plenty of built in button styles that will give you a 3d effect. and you can modify the style to give it the look you are looking for
