fractional size when selecting??

After selecting a rectangular area, I use "transform selection" and noticed on the top the size for X and Y have decimal places in them (e.g. x=1024.5 y = 768.1)

I always think in terms of whole pixels. Why does photoshop allow fractional size? Is there a way to turn off this feature so that edges of rectangular selections land on pixel boundary?
