what type of errors is your vendor getting?
There’s no difference. At least there shouldn’t be.
Why are you saving as EPS?

save as psd or export to illustrator then save as an eps
Have you saved vector info into the EPS files?
I am guessing that the vendor does not know what to make of the rasterization dialog.
Give him PSDs with maximium compatibility checked. Or rasterize vectors if you can and give him a flattened Tiff, (less chance of differing blending modes in v7 causing issues).
Exporting to Illy is a good idea, though you might want to release masks on the embedded flat raster fills (then delete said raster fills) and then recolorize the vector elements in Illy.

the vendor says "cannot open the file".
This means probably, his application program cannot
INTERPRET the file and the EPS is merely shown as
a gray box.
Create the EPS in PhS with color TIFF preview.
If the application program doesn´t show the preview
then there is really something wrong.
It happens often that complex EPS files cannot be
interpreted by a program, but mostly they are printable, placed by a DTP program on a page. The preview is suffi- for translation, rotation, scaling and cropping on the
page.
