Depends on what you mean by best? Photoshop 6,7, CS in the hands of an experienced artist is probably one of the best, however it’s also quite expensive and a steep learning curve. Photoshop Elements is good, quite comprehensive and a reasonable price, you could also look at Paint Shop Pro. Photoshop 5 LE is also not bad, and many people will have old copies they no longer use as it was given away with many cameras and scanners in the past.

Agree about PS Elements. It is very reasonably priced and has lots of "auto" modes for a newbie to get started with – and they do a very good job. It is also a stepping stone to the full versions of PS (similar menus and lots of the same features – probably most of the ones that a beginner would want to use anyway) if you really decide to get into digital photography.

I would say; Try The GIMP (open source = free)
before you get used to PhotoShop CS.
www.gimp.com No cracks!!!

As an amateur you can do the same things for free.
If you are a Professional you can afford to buy
PhotoShop CS. And make money out of your work.
