cursor switches to hands

With CS3 on Vista when I try to make a selection from my layers or history the cursor turns into a bar with two small hands. I get the same bar with two hands instead of an eye dropper. Has anyone else seen this issue? I do not get this on my other machine (WinXP Pro)

Any help or advice is appreciated.
