Textured layer on top of solid layer

I am using Photoshop 5 and I can’t seem to get a simple background of a solid color (red) with a different colored texture applied to the bottom half. I have tried adding layers, adjustment layers, masks, etc.

Make two layers. The first one is solid red, the second has the texture. Play with the opacity (and other) settings if you want the red layer to show through the texture layer.
