It’s because you saved it as a gif (Indexed colour)

Select a matte color of the background color beneath the banner and set your colors to 256 when saving for the Web. Dithering may also be appropriate. Selecting Perceptual may give more realistic results too. Another option is to use a JPG without transparency.
