1 Scan multiple pieces that have overlaping borders and save each as a separate file. Keep the resolution as low as possible.

2 Open first piece. Rotate it so that text is perfectly horizontal.

3 expand canvas so that next piece can be placed

4 Open next piece as separate image. Rotate it so that text is perfectly horizontal.

5 copy it to the clipboard and close the file

6 Paste clipboard contents as new layer and move it to its place

7 Merge layers (save memory!)

8 repeat from 3 until finished

There are several programs that do this automatically, but this is what you can do without any special software.
