Using the Zoom Tool (Magnifying Glass) zoom in on an area around the eyes. Using the Lasso Tool make a selection around the red area in one eye. Avoid the skin surrounding the eyes. Having selected one eye, hold down shift and select the other eye.
With both eyes selected click on Image > Adjustments > Hue and Saturation or use the keyboard shortcut Ctrl+U.
Click on ‘Master’ and select ‘Reds’ as you are going to adjust the red in the selected areas.
Slide the Saturation control to the extreme left and Lightness leftwards to get a decent colour in the eyes but try to retain some highlighting in the eyes. Click OK when satisfied.
Click on Select > Deselect or use Ctrl+D on the keyboard. Double click on the Hand icon to return to the default size of the photo. Don’t forget to save your new file.

Another way, and there are many that work very well, is to make the selection and then use the Channel mixer (Image > Adjust > Channel Mixer) to reduce the amount of red.

Another way still, is to make the selection, pick the paint brush tool about the same dimension. In the option bar, change the blend mode to "color", hit the "D" key to get foreground on black and "paint the red". Takes 10 seconds or so.
