no.

There was a raw plugin for 7.x at one time, but it may be hard to find.

I’m told by Adobe that the Camera Raw plugin cannot be used in PS7.0.1, only CS. I have the same situation. Likewise 7.0.1 will not open the Adobe DNG files that are created from raw files by the DNG Converter. So I got Elements 3.0, opened my raw or DNG files in it, saved the files in TIFF or PSD, then opened those files with PS7.0.1.
This info is verified and recommended by that first guy on the PS7.0.1 banner.
