I want to have a new layer on my image that has an rounded rectangle outline only. In this instance I want the shape to be 70px tall by 150px wide and have a thickness of 1px. Is there an easy way to do this that someone can walk me through please?

DB,

The size of your rectangle on screen will be dependant on the resolution of your document.
To make a fixed size one:
Select the rounded rectangle tool (U on keyboard)
On the Options bar make sure you have the third icon from the left selected (paths) then find the last Icon before the radius box which has a down pointining arrow to the right of it, click on it.
This will open the Rounded rectangle dialogue box, choose Fixed Size and put your dimensions into the H & W boxes, don’t forget to include "px" without quotes after your dimensions.
Whilst on the options bar, pick your radius.
Click on your doc to draw the shape.
Right click on the shape and choose Stroke Path. Choose Pencil from the resulting dialogue box.
A one pixel rounded line will look a little jagged as there will be no anti-aliasing applied
