JPEG2000 and Actions

I’ve been experimenting with the JPEG2000 plug-in with CS2. An 18MB .psd or .tif file compresses down to about 6MB, supposedly lossless. Great – just what I wanted.
I then made an action to save as JPEG2000, so that I could run it as a batch over a whole folder. I now find that the resulting file sizes are only around 2MB. They surely cannot be lossless at this size.
Any ideas as to why the size should be different when run as an action rather than performed manually?

Do you get different file sizes with the same image or different images?

Different sizes even with the same image.

Have you checked the settings in the image vs when you ddo it manually?

I started with a .psd (converted from raw) of 18455kb.
I saved this as a .jpf, recording an action at the same time, resulting in a file of 6062kb. I then went back to the original .psd and played the action, getting a file of 2205kb. I cannot see why the file size should be any different. If I play the action again the .jpf is consistent at 2205kb.
Interestingly, I did the same experiment but saving as .jpg, and got file sizes of 3526 and 3587kb, again they are different but not by much.
Looking at all these files closely I cannot see any JPEG artifacts, either in the detail or the plain parts of the image.
Reducing the quality to produce a file size of around 400kb, the artfacts become apparent, but .jpf is clearly better than .jpg.
