the problem has to do with IE7!!!!
Uninstall IE7 and reboot. Your system will roll back to IE6. Adobe photosphop CS2 should install properly now. This is what i had to do .
While updating the system, IE7 installer removes urlmon.dll(along with some other files) from X:/windows/system/dllcache/
Rolling back to IE6 re-installs urlmon.dll and the other files.
