Wind filter or something like it?

I am trying to achive an effect that looks something like the wind filter, but I want the lines to stretch all the way across the screen, can anyone help me with this? sorry I couldn’t find an example of this.

You can do this any number of ways. Eye Candy has a commercial filter called motion trails, but have you ever played with pixel stretching? If you gradient mask the resulting image or layer, it can be really effective.
