Does anyone know if Photoshop or another plugin offers a virtual polarizing filter with the ability to mimic the hardware (glass) polarizing filter, i.e., darken sky and clouds?

I have never heard of anything being able to mimic a polarizer. you could certainly darken a sky using a dupe layer on multiply mode,but you are never going to get the effect of a polarizer and the contrast between objects.

You could select the sky and clouds and add a Curves adjustment layer.

There are somethings that simply can’t be faked post process. The reflection removal that a polarizer does is one of them. It has to be done at the time the photo is taken. However, darkening can be done post process. The only polarizer filter I have seen comes in the Nik Color Efex’s package and does a decent job. http://www.niksoftware.com/index/usa/entry.php

NIK filters will do a good job of darkening skies.

Otherwise, you can use the technique highlighted in Scott Kelby’s book, Photoshop CS2 for Digital Photographers, on pages 341ff. The discussion surrounds mimicking an ND filter. That should get what you might need.

Yes, I have these filters (a birthday present) and the filters that do what he wants are the graduated filters (dark blue is the Graduated 213h filter). I have the Nik Color Effects Pro 1 filters, and the latest version is 2, but there are several filter packages, and I think you’d want the Standard package. They do offer a demo download if you’re interested…
