Halo, the picture attached to what? Generally if you can see something on the screen you can capture it by pressing the "Print Screen" key, then open PS, open a new document (ctrl/n) and paste (ctrl/v).

It is a registered logo, protected by law.
You would need to get clear permission from Microsoft themselves, and I don’t give much for your chances. Companies are not in the habit of

Ron, better yet let’s not tell anyone lest the MicroSoft SWAT team descends on poor Halo and hauls her away for displaying their logo of their operating system on her Windows computer. Your point would be well taken for instance if she was trying to profit from the use of the logos, or perhaps if she used them to publicly defame the company, or whatever, but not when she’s just "making my own windows wallpapers" as was stated.
