Seamless patterns are much more difficult (requires use of the Offset filter and the clone stamp) than simple patterns that tile easily. (think of 1 circle in a box)

To create a simple pattern
1. Draw out a square using the shape tool, add additional shapes inside the square. Make sure that additional shapes are inside the square. Flatten all layers. Use the rectangular marquee to select pattern square . Go to Edit>Define Pattern, name and save your pattern.

Use the Paint Bucket set to pattern in the control bar, use the pattern fill adjustment layer or Edit>Fill Pattern to fill a selection or layer with the pattern.

Remember to save out the patterns palette to another location besides the Pattern Preset folder (palette option key on any tool with a pattern dialog box.) Patterns that you create automatically are deleted when you reset preferences.
