for some reason I can no longer stroke or fill a path…the icons at the bottom of the paths menu are grayed and I get a not allowed icon when I click stroke of fill…it appears I may be in a default mask mode that I am not aware of…

Do you have a Path active(selected)?

my limited knowledge for creating a path is to use the pen tool to create the path and then stroke it using the stroke icon at the bottom of the path menu…it seemed to work fine until recently …now the icons are not available…

Either click on the Path with the Path selection tool or highlight the Path "layer" in the Paths palette.

I’ve highlighted the shape 1 vector mask path, but the only icons available are create new path and delete…the stroke and fill icons are not available, ie grayed out…

You are using the wrong tool. You need "Paths" not "Shape Layers" in the Options Bar!
