Right product to edit colors and saturation

Of the Adobe products, which product would allow me to edit the photos – changing R, G and B values, changing saturations, and really allow full color control of the image using digital color count values?

Pain shop pro, perhaps?

On second thoughts, Way in the past a Mr. Knoll created a utility called Display. Way back that is, don’t know if Display is still around though…
