They can be placed at sub-pixel locations.

With your Move Tool selected, make sure the "Show Transform Controls" box is checked in the Options Bar.
CTRL + A will cause the center target to appear. Drag your Guideline, and it will snap to the target.
How often do you have the need for center-snapped guidelines, Mike?
If only occasionally, how tough is it to use the technique I first mentioned?
If a lot, remember that it can be made into a custom Photoshop Action.
You’re whining about something extremely minor, something that only takes about 5 seconds when done manually. Better you should complain about something important.
You’re right of course about the whining. I regarded that subtle simple detail as a nice convenience, and over the years have enjoyed that convenience many times. I wonder why it is gone now? I will try the Show Transform Controls procedure next.
Now, shall we whine about more important things? Maybe the economy?

Hey gang,
Let me change my mind on this a little:
I just started a new document; making one that was 8 wide by 4 tall and whatever rez.
When I dragged out the guides, they DID snap to centers!
Now I’m trying to guess why they sometimes do and sometimes don’t exhibit this behavior!?

Check your "Snap to…" options in the View Menu.
Check your Snap To options…
They are on the same default way in both files.

Dunno what to tell you, then.
I solved the problem years ago by creating an action that generates horizontal and vertical guidelines which intersect dead center on any size document.
For me, Command + F1 does it instantly.
Thanks for that Phos. Could be quite useful for rule-of-thirds dummies too.
