Non-destructive Blur tool?

I’ve been using Soft Light Dodging and Burning to dodge & burn over smart objects ever since I watched Russell Brown’s excellent tutorial. Is there a way to do the same kind of thing with other "old-school" PS tools such as blur, smudge, or other "brush" tools? Thanks
