Is it possible to create a frost effect in Photoshop,
similar to these:

If so how would it be done?

It can be done, but your success will hinge on A) how realistic do you want it to look? and B) How much time are you willing to devote to getting exactly what you want?

I suppose you could create some custom brushes that look like clumps of ice crystals, either by isolating them from a photograph or by drawing them manually. Then, use your newly made custom brush tips to paint with, experimenting with advanced Shape Dynamics, Scattering and Fading.

Wouldn’t be easy, but it could certainly be done.

There are some decent custom hair/fur brushes for Photoshop out there, just use multiple layers for the shading, with varying opacity and blending modes also.

also keep in mind that those are photgraphs, not renderings. "similar" can be a big word. both phosphor and ow are giving good advice, but don’t expect miracles. (although i’ve seen a couple miracles here from regular contributors, so i could be wrong! :))
