PS7 Command Defaults- changing?

I was wondering if there was a way to change some of the default tools options in PS7. I know that generally the program remembers the last tool preferences you worked with, but there are two instances where a system default always seems to first present an option I do not want to use.

Example: The Save for Web command. My display always comes up with the slice tool active when I select this function. I always want the move (hand) tool active, so I must first select it and proceed. I hardly ever want to use the Slice command, but regardless of what I did last, the pop-up box ALWAYS starts with the Slice tool. Very frustrating!

Example: If I want to apply a layer style, say Outer Glow, it always comes up with a pale yellow in Screen blend mode. I always change that to some other color (I can’t stand that hue!) and put in Normal blend mode. However, if I come back to that function it always pops up with that pale yellow/ screen mode. Why doesn’t it remember what I like to use? Should I yell at the screen some more or try something else?

I think unfortunately you are stuck with the defaults (unless it’s changed in CS). In Save for Web you can hold down the spacebar to get the Hand if you don’t want to click on the button.
