Resize Using ‘Print with Preview’ ?

Is there any difference between using ‘Print with Preview’ to resize ny images down and using the traditional ‘Image->Image Size’ dialog box?

Are there any differences between resizing algorithms using ‘Help->Resize Image’ and the traditional ‘Image->Image Size’ methods? Using the same image, I see much better quality (fewer artifacts) using the former than the latter.
Why is this?

I’m using PS CS.
