Spotlight effect?

What I am trying to do is create a spotlight effect on a company vehicle. I have found a lighting effects spotlight plug-in, but I am not sure how to apply it to the image. Concept wise, the truck would be on a dark background, with very limited detail.

The lighting affect in the render filter has some pre set options, open your image, click the desired layer, then run the filter, scroll though all the diferent affects choose the one which is closet to what you are after, then fiddle it to be exact. Dont forget you can save your lighting affect, for when you need to apply the same spot light again.
